COMMITTEES AND COMMISSIONS

There shall be standing committees, commissions, boards and other ad-hoc ones to be appointed by the executive committee subject to the approval of the council
  1. FINANCE COMMITTEE

  2. a. COMPOSITION

    The finance committee shall consist of the following five members who shall be;

    (i) The vice president as the chairperson of the committee

    (ii) The financial secretary as the secretary of the committee

    (iii) The treasurer of the association

    (iv) Two other ordinary members of AMES who shall be elected at first general meeting of the association and should have being a student more than three semesters and not a final year student

    b. FUNCTIONS

    The committee shall;

    (i) Be in charge for the management and appropriation of AMES funds

    (ii) Be in charge of raising extra funds to support AMES programmes

    (iii) Be responsible for the preparation of the semester statement of account

    (iv) Prepare and present a budget at the beginning of every academic year

    (v) They shall call for review of a budget, if need be, within 3 weeks for approval by the executive after the main budget has been approved by the executive council

  3. SPORTS AND GAMES COMMITTEE
  4. The committee shall;

    (i) Plan and organize all sporting activities of the association

    (ii) Comprise of chairman, secretary, a representative from each level as well as male and female organizers.

    (iii) Make known to the executive council if they want to appoint any member to assist the committee.

    (iv) Render accounts to the executive council at least once in every semester if and only if sporting activities were organized.

  5. ENTERTAINMENT COMMITTEE
  6. It shall consist of:

    (i) The entertainment committee chairperson as the chairperson

    (ii) The financial secretary

    (iii) Two representatives from level 300 and from level 200

    a. FUNCTIONS

    The committee shall:

    (i) Draw up a programme of social function for approval by core executive at the beginning of each semester of the academic year.

    (ii) Assist the finance committee to raise funds for the association

    (iii) Organize all forms of entertainment that are in the interest of the members of the association.

    (iv) Publish a comprehensive report, including details of income and expenditure of any commercial programme organized within ten days after the said programme

  7. WELFARE COMMITTEE
  8. a. COMPOSITION

    There shall be a three (3) member committee made up of the welfare officer and two others members who shall be appointed by the president in consultation with the executive, subject to approval from council

    b. FUNCTIONS

    (i) Be in charge of general and social welfare of students

    (ii) Be responsible to the members

    (iii) Be responsible for overall health matters affecting the student

  9. ACADEMIC SUPPORT COMMITTEE

  10. a. COMPOSITION

    There shall be an AMES academic support committee named Math Expert Club and shall be responsible to the association.

    There shall be a seven (7) member committee made up of a member from each level and other appointed members from the executive committee

    b. FUNCTION

    They shall

    (i) Organise tutorial classes for all members in consultation with the various lecturers

    (ii) Help members that are facing academic challenges

    (iii) Be responsible for academic affairs of the association and report through the various academic counsellors

    (iv) Be responsible to draw up good academic programmes for members

    (V) Be accountable to the executive council

  11. EDITORIAL BOARD

  12. (i) That they shall be an ad-hoc committee

    (ii) That they shall be in charge of all publications of the AMES such as magazine, journals, tutorials and periodicals

    (iii) That they shall be maximum of a seven (7) member committee

    (iv) That they shall edit and correct all written documents of the association due for publication

  13. AUDIT BOARD

  14. There shall be an audit board comprising of three members;

    (i). Appointed by the executive committee of AMES with the prior approval of the executive council during its first council meeting and must have fair knowledge in accounting

    (ii). For the purpose of auditing the chairman of the audit board or any person authorized for such purpose by the chairperson of the audit board shall have access to all books, records, returns and other relevant transaction books of the association

    (iii). The account of the association and all other committees or commissions referred to in ARTICLE SEVEN clause (B) of this constitution shall be kept in such forms and the audit board shall approve

    (iv). They shall be responsible for the preparation and ascertaining of profit and loss account or any income expenditure account given a true and fair view of any transaction under the semester under expense

    (v). Shall entitle to attend all general meetings of the association and receive all notices and other communication relating to any general meeting and to heard any general meeting on any part of the business transaction of the meeting which concerns them as auditors.

    (vi). For the purpose of it work it shall be lawful for the audit board to subpoena any person include members of executive committee to appear before it

    (vii). Shall be responsible for collecting all audited report and displaying it recommendations on all students notice board before handing over.

    (viii). Shall disallow any item of expenditure which is contrary to the provision of this constitution or resolution of executive council and surcharge

    a. The amount of any expenditure disallow upon the person responsible for incurring or authoring the expenditure or

    b. Any sum which has not been duly brought into accounts upon the person by whom the sum ought to have been brought into account

    Or

    c. The amount of any loss or deficiency, upon any person by whose negligence or misconduct the loss or deficiency has been incurred

  15. JUDICIAL BOARD

  16. There shall be a judicial board of AMES which shall comprise of the judicial chairperson and four other persons who shall be appointed by the president in consultation with the core executive committee

    A. INDEPENDENCE POWERS OF THE BOARD

    i) In the exercise of its function the board shall be subjected to only this constitution and shall not be subjected to the control and direction of any person or authority ii) A member shall not be liable to any action or suit for any act of omission

    B. JURISDICTION OF THE BOARD

    The judicial board shall have the jurisdiction in

    i) All matters relating to the enforcement or the interpretation of this constitution

    ii) All matters arising as to whether a resolution was made or a person or authority has acted in excess of the power conferred on him by this constitution or any other provision make there under

    iii) All matters relating to election under this constitution

    iv) Impeachment proceedings against any member of the executive and other accredited members

    v) In the exercise of it function, the judicial board shall have the power to give advisory opinion to the executive committee on any legal issue

    vi) Without prejudice to any provision in this constitution, the decision of the judicial board on matters of interpretation of this constitution shall be final and conclusive

    C. MODE OF EXERCISE OF JUDICIAL POWERS

    i) Except impeachment proceedings, not less than three members of judicial board shall duly constitute the judicial board for its work

    ii) In all matters unless specially provided to the contrary the decision shall be simple majority

    iii) The judicial board shall in the exercise of its functions be bounded to give a written reason for its decision iv. All activities of the judicial board shall be financed by AMES

    D. TENURE OF OFFICE OF JUDICIAL BOARD

    i). The chairperson and member shall hold office for the period of one academic year.

    ii). Without prejudice to clause one of this section, the term of office of members of judicial board shall expire within five days after the first siting of the general meeting has approved the student nominated for the chairperson of the judicial board

    iii). The chairperson and other members of judicial board shall before assuming office take and subscribe to the judicial oath, as provided for in this constitution before the general meeting not later than 48 hours after the expiration of the term of outgoing officer
